register of contaminated sites.

Generally old service stations are classified as a contaminated site unless
there is evidence the site is clean.  The cause of the contamination are the
fuel tanks in the ground which tend to leak a bit, and oil leaks from other
sources.  These sites are normally unsuitable for standard housing unless
they have been cleaned up.
