At Doyle Street, we have rotated committee members only in the event that
people are eager to try out new jobs or have gotten fed up with their current
jobs. In other words, if the existing committee members are happy and are
doing a good job, we don't change them. Granted, we are an already-built
community so that screwups by less experienced people aren't catastrophic as
they may be in your situation, but we want to give anyone who wants it the
opportunity to learn a new skill, or learn to serve the community in a
different way. 

If any of your committees seems to have too much power, this may be an
indication that more of that committee's decisions need to be put to the
whole group for some consensus building, and/or you have to be sure that
mechanisms are in place for non-committee members to give constructive input
or offer assistance to the committee.
