Cohousing could profit from legislative study, not only for planning reasons, but also for financing reasons. If FNMA guidelines encouraged cohousing, believe me you'd see a lot more of it, nationwide. Natural allies with cohousers are New Urbanists. In fact, you could say cohousing is a subset of new urbanism. Basically, NU folks encourage walking communities (rather than sprawl connected by autos). To read more about NU, some design principals that might be useful to cohousers generally (surprisingly absent from McCamant & Durrett's work), I recommend <plug> my website (http://www.geocities.com/CapitolHill/Senate/1059/townplanning.html) </plug> Cohousing and NU are part of some larger social issues that are an extraordinary opportunity for public service. Check it out. P.S. Last call for Cohousing communities in Northern, or Eastern Sacramento County. Anyone out there?
