a question on playgrounds surface

Hello,

   I-Louise Harris - am part of TAW in Sebastopol, Calif. We are moving in 
next month.
   Our parents group has been planning the play yard.
    We have 2 questions.
1. What makes a good play surface and surface under the play structure and 
swings. We'd like to use grass as well as having a hard surface for other 
activities. What has worked for you or not worked for you. Wood shavings/bark 
seems rough and dirty??
2, With kids ranging in age from toddlers to 6 or so what has worked for 
fencing and gates. We are near a public road and so need a good level of 
safety for the little ones.
    I have really been enjoying all the other posts, especially the one about 
a stack of dirt and a felled tree-brings back memories of freedom and 
adventure.
   Thank you for any input. This list has been invaluable to us as we have 
been building our group and our project.
