Don't put them in the basement!!!!! Aren't I bossy today? I'll try to reform. Do you really want to go up and down stairs every time you want to do laundry? What about mobility and accessability? I strongly urge you to put the laundry where everyone can use it easily-on a floor that walks out to ground level. While you're at it, make sure your commonhouse is accessible too. You'll be glad you did when someone comes visiting or to live and they can get everywhere with their wheelchair. Some folks won't have laundry machines at home and will obviously be using them.
