Fences are exclusionary when you can't see through them. For example, the typical suburban lot is surrounded by a 6 foot high wooden fence. I have seen other kinds of fences, like the wire fences in rural areas not break up the view at all, so they seem less exclusionary. You can keep a dog in an area pretty well with a electric wire fence, there are several firms that sell "invisable" fencing for pets. A picket fence, to enclose a garden is not visually exclusionary, in fact, it offers a nice visual element that defines the space.
