Exactly. And covert rules establish dictatorships much more often than overt
rules.

"Covert" rules also generate a lot of friction when some folks don't follow 
what others thought were rules.  You don't have to create a written rule to 
solve every disagreement, but if you notice some trends, then maybe you need 
to come up with some rules, or at least some guidelines.
