Not necessarily. Our CH has a small second storey, and we did not need to put in an elevator. I don't know why-we had to do other things, like with the plumbing, that were non-residential code. Everything else is accessible, and built to accommodate someone in a wheelchair. We wish we had had the money for an elevator, since we can't use the upstairs room for anything that might exclude our disabled member(s).
