Well Liz that's exactly the point.  You can have as many stories in your CH
as you want but if they're not accessible to everyone in the community you
can't use the space.  So other than storage and I'm not even sure about that
really -- what would be the point of building a multi story building UNLESS
you plan to adapt it in the future.  Which I'm sure is what a lot of
communities do to save money.  I just wonder how long the space is unusable?
