You guys have EBMUD, don't you? Ask them if they have a program in place for buying back solar power. We have a several cells on our commonhouse roof(the only roof that has enough uninterrupted space) that was installed for free by SMUD. It generates power for them, cools our roof, and we pay them a small fee every month(I think it's $3). In return, we own the units after ten years and get to sell the power back to them at that time. Individuals have discussed putting solar water heaters on our roofs, but haven't done it yet.
