A couple of suggestions:

Make it somebody's job to follow up on decisions and report back to the
group. And have a document, separate from the minutes, that lists decisions
made, so everyone can refer to it.

Also, delegate more to committees, and give them the power to make decisions
without group approval. You could have personnel and rental committees,
chosen by the group, that make those decisions.

This takes a certain amount of trust and letting go on the part of the rest
of the group, but I think you'll find that it works better.
