You've gotta love 'em to bits, invite them to tea (even if they don't come), give them clear and simple information, listen to their fears, honour their story/history, reassure them with your commitment, promise them nothing but your sincere consideration and desire to enrich the neighbourhood and their property values. And keep at it. If they are coming from their fear, which is probable, then you are unlikely to convert them. If you a find an influential 'leader' among the neighbours who can expand to the concept then you will be lucky indeed. Oh, and keep a diary/journal or other written record of all that you do. As for the Council/City, well same thing really. Talk to the people at the top, don't complain about the neighbours, express your desire to hear all concerns, ask for their suggestions... And don't do anything that compromises your vision/purpose without a long lead-time and thorough deliberation. You'll get there!
