The ideas may be based on values but they cross over the line to layout a specific course of action and say "this is this and this is what we do about it." "Walk lightly on the earth" is a value. How you express that value has to be determined in each decision. Some times groups just get tired of making decisions and they have to move on. A play structure isn't forever -- certainly not cedar in Tucson. You will have another chance at it. Maybe in the meantime you can get the group to read their dictionaries and agree on a shared vocabulary.
