Housing authorities around the country vary drastically in their ability to partner with other agencies, to serve as able developers, and to manage their property once it is built and occupied. I'd check the agency's track record out, and the track record of the person/s who will actually do the work, with as much thoroughness and professional scepticism as you would apply to any other development partner. Ask the local HUD field office their opinion of this agency's work (you can get contact information from www.hud.gov), and ask the local planning or community development department likewise. Get everything you care about agreed to in writing in advance. That said, many of us got into cohousing as amateurs working with amateurs, so, if this really is the authority's or the person assigned's first project, it is possible - just try to get a handle on your risks and probable annoyances up front.
