Cohousing-L Mailing List: rules and regulations

Hello,
We get a lot of pleasure and useful information watching the correspondence
on the cohousing-L mailing list.
I am a member of the first cohousing group in Belgium. Our group consists of
9 families and we secured more or less a site, but apart from that we are in
a preliminary stage.
The question we would like to ask is :
How do other communities manage to maintain rules and regulations. How far
would you go to sanction individual members who dont follow them. What are
the implications of too much tolerance, or on the contrary too much
severity.
We would welcome echoes and suggestions on this item
