I'd say that most of those tasks make it on the agenda out of personal
need -- for safety, to stop back spasms, to avoid friends getting mangled
(two- and four-legged friends both).  An individual, or group of
individuals, persuades the others that it is reasonable for the community to
accommodate that personal need.

The community's liability might broaden tree trimming to a community need
(although it took
some persuading to get our residents to see it that way).

In a cohousing community, business and personal overlap, and business is
driven by personal need -- which is what I was trying to get at earlier.
