We (finally) resolved the clothing optional issue by having a sign on the side of the hot tub enclosure that warns people when others are nude in the pool. There were objections to the scheduled times because it reduced availability and since one is only supposed to stay in a hot tub for 15 minutes it seemed not a big deal. People just wait for the others to get out.
