We use flipcharts when we think we might want to save the results (like a
brainstorm) and otherwise a big whiteboard.  We don't use cards.

On-line someplace I came across a product like a flipchart with pages made
of white-board film that you could tear off and put on the wall.  It cost
several times what a paper flipchart does (and they aren't what I would call
cheap) but of course the pages would be reusable.

Somebody we hired to run a recent retreat used paper torn off a big roll,
like butcher paper only without a waxed side.  While the roll I'm sure would
be expensive, the per-foot cost would be pennies.

My preference is the old-fashioned chalkboard.  Can be created at low cost
with just paint, produces no VOCs, requires only inexpensive supplies of
renewable materials, and the waste is 100% compostable and actually a
nutrient most people need more of (makes a nice change!).  The dust isn't
good for electronics like computers, but that's only a problem with a
heavily used board in close proximity to the equipment.
