Hi Joani. I was thinking about this town half the night last night. What a hoot, to buy a town and see what you could make of it! The place doesn't look half bad from the pictures. In the Chronicle story the owner was quoted as saying the place needed someone to put $200-250K into it to fix the septic systems and other things that need attention. That estimate's probably on the low side (given it came from the seller), but still $1.8M + let's say .5M = $2.3M for a functioning town in the Sierra foothills doesn't seem that bad. There are plenty of people within 2 miles of where I live whose houses go for more than that.
