Further to my email below, the non-profit housing co-operatives in Australia
are government funded and charge an income based rent.  It is some years
since any new ones were funded and future funding appears unlikely.

Cohousing Co-operative in Hobart, Tasmania, Australia is a non-profit
organisation.  It is one of eight housing co-operatives in the state but the
only cohousing. None of the others is co-located. 

A high proportion of Danish Cohousing established since the legislation came
in in 1981, is on a 'co-operative' model, designed to keep the housing
affordable.  However for the most part it appears to be available to middle
income earners or above, or to older pensioner homeowners who have the
assets to buy in.
