In the situation where dishes end up on the counter, or where ever, you don't necessarily know. We just funnel all eating dishes not in their place into the scullery, that way, they sit in dishwasher trays until the next meal, when they are washed in the dishwasher. Simple, works for us. I have a pack of teenagers in and out of my house, they put their dirty dishes in the sink.....Usually. Same idea. If you are worried as a community about stray dishes, or handwashing being adequate, seems simple enough to funnel dishes into the dishwasher. You may end up occaisionally washing a clean dish, but seems like that's not really a very big deal.
