Hi, I don't think that there is any reason why the top sash couldn't be the moving one in a single hung window, although they may not make them that way normally and it might be awkward to just turn the standard ones upside down. You can probably give your building contractor a headache just by asking him about the possibility. Here in Tucson we do have single hung installed in the normal way. This, compounded by our architect's insistence on a certain look, left us with upstairs window openings only 18 inches above the floor and worried parents. People did find various products to child-safe their openings. We used a vinyl window with a very good U value. The verdict is still out on them. One problem is that the frames are somewhat flexible so if the installers squeeze them a little they can become very hard to operate. They do appear to be doing the job as far as energy efficiency. Only time will tell how they hold up. We originally spec'd out ones with a lifetime warrantee but when the builder was changed at the last minute and there was a major budget crisis, we were switched to a 5 year warrantee without any of us noticing until it was all over.
