You have putrifying organic matter and the pile or bin has gone anaerobic. You want to get oxygen into the bin or pile. One way to do that is to add larger chunks of material. I suggest adding torn newspaper as a start (but not pages with color ink, only black). If the odor is extreme and the pile large starting over may be best.
