I think we might be getting too paranoid here.If the insurance company was worried about a groups rules and regulations, they would ask for copies from the groups anyway.
It would take then some work to look up the documents online, they would need to know that they were online to begin with and then look for them. It would be easier for them to ask for the HOA than seeing if they are on the Web.
If folks don't want to found via a web search, the pages can be protected against indexing by the search engines by some HTML code that is added to the page (I don't remember what it is).
As Cataya says, it is easy enough to setup a contact box to ask permission, just more work for the web master. My suggestion would be to just have an email link to the person that grants permission, which can be done by adding it to the document or the disclaimer. It is easy enough to click on it to send them an email from within your browser.
I feel that if you want to use someone's documents and they want you to ask permission to do so, it only takes a minute and that is not much to ask, especially if the user is saving time and lawyer fees by not having to make their own from scratch.
