However, I think there's a solution that can appease everyone.  The
document library will be made up of all documents submitted to the
wiki, and will likely be made up of a hierarchy of wiki pages.  To
make things simple, there will be three sub-categories for each type
of document: documents that are public domain, documents that are
copylefted (some rights reserved), and those that are copyrighted.
All will be available to look at, and it will be up to the
individual/group using the documents to get the proper level of
permission.

Can anyone see downsides to that?  (Other than the aforementioned
insurance big brother issue, of course.)
