I forgot to answer the original question which was whether people at a conference could use consensus decision making in a game knowing it was a game. They could if there were rewards for reaching consensus. In other words, if everyone benefited from the outcome. Nash's statement was, I believe, that cooperation only exists in a competitive environment -- you have to have something to gain. Otherwise there is no reason to bother.
