Becky,Do you have a backup heating system in case you don't get any sun? If you do, I would tell the bank and the appraiser that that is the primary heating system and that the solar is additional.
If you don't have a back up system, ask them what would constitute a minimal decent primary heating system in their opinion and see what it would cost.
You could also approach them with things like pellet stoves, wood stoves, gas wall heater- there are lots of possibilities.
You could always install it and never use it, in which case, you would not have to pay for fuel, just the installation.
IMHO, a back up system is always a good idea, especially with solar, one never knows when there won't be any sun, especially in a New England winter. <grin>
