Another difficulty of hiring within the group: it not only can create
heirarchy and supervision isues, but may cause a learned passivity that
encourages community members NOT to take responsibility for vital decisions
affecting the whole community and not to learn enough about technical
details to guide the "contractor."  With all the work needed in creating a
coho, it's easy for people to learn passivity.

I'll be happy to communicate off-line about other issues related to
in-house contracting.
