Well, not entirely novel... this is how Songaia's common house stairs were configured back in 2000 when we had to address this... Everybody goes outside to move from one floor to the other. Its actually quite practical - but maybe not for more extreme climates than Seattle. The "distance" usually seems short enough that even in our "cold" weather, its not very far. An advantage is that putting our stairs on the outside allowed more usuable floor space inside, so we have a larger dining room and/or cafe upstairs, near our kitchen, and didn't bite into our guest rooms or laundry space downstairs.
