Elevators are expensive, but wheelchair lifts are reasonable.it might be possible to check into getting grants, etc. to help pay for the things needed for accessibility. A disabled person I know had his apartment fitted for handicapped items by Medicare.
One could also post requests on Craigslist or freecycle. here is New england there is a web based classified site where things like chair lifts, wheelchairs, etc. are listed for sale, for free, and wanted.
Lot's of alternatives, it just takes some research and looking to make it happen.
