What we did was install the commercial washer _after_ the kitchen was
inspected. We put in a grease trap just in case but had no problems.
The codes and their enforcement vary widely from one city to another. If you call the inspector they might be alerted to the issue and inspect more closely.
It might be better to check the code so you can argue your case if necessary, put in the basics that you need, and put the money aside to make the changes if necessary.
Another resource is the local property managers association. Call and ask what other condos are required to do. More and more of them have dining facilities. Some one managing a large facility may know the local codes and practices.
