Domestic and feral housecats are a major factor in the decline/extinction of songbird populations. Rationalizations aside, just what is the logic that lets cats run loose but not dogs?

Just to say that many cats are masters at getting rid of their cat
bibs, at least those in Sonora Cohousing,
so this "solution" is only very partially so.  Also, after a while
people get tired of replacing the bibs, and formerly
bibbed cats no longer wear those.
