Our community decided before move-in that outdoor cats were not allowed, but 
existing ones would be grandfathered in, that there were many restrictions on 
their owners, and that "exceptions could be made". No explanation of how or why 
or by whom, or when!

Yikes! People who wanted outdoor cats believed that meant they could have them, 
and people who did not want there to be outdoor cats believed that eventually 
there wouldn't be any.

I'd be interested in hearing what processes people used to have these 
discussions in their communities, especially after move-in when we are 
discussing existing cats, and existing owners.
