Same here. A few years ago we agreed that cats had to wear bibs outdoors and for a while they did, and now they don't. But even with bibs, some cats were still able to catch and kill birds, and of course a bib never stopped them from pooping on public paths or in the common garden or people's yards. The younger children tend to run around barefoot at least half the year, so the cat poop has been a particular issue for parents.
We have a consensus agreement that dogs are to be leashed in the central part of the community and are not allowed in the CH (except service dogs), and this is almost always adhered to. The people who insisted that their dogs were under voice control, and were harmless and cute, and didn't need to be leashed, have moved away.
