Yes, we use an online app called Buildium. There's a small monthly
cost, but it seems to work well for us. Each member household has two
accounts, one for regular HOA fees and one for usage-based items --
mainly meals, but also laundry and leftovers. Non-member residents
have a usage account if they participate in meals. I'm attaching my
most recent usage statement received (by email attachment) for July.
The $18 charge means I ate six times ($3 standard per meal) and $4.55
is for laundry (13 x 35 cents per load in a washing machine or dryer).
The balance of $108.88 in parentheses means I am that much in the
black. If I had cooked in July, the positive balance would also have
been increased by the amount of my reported food purchases.

David, do you have a special software program for doing you meal
accounts?  Also, the system you have in place for cooking common
meals sounds like it might be doable, even for our community.
