How large a core group needed for site design?

We have five households who have made capital investments and another about
to join. We've been telling ourselves that we should wait until we have ten
before we start site design and deciding policies because we wanted to have
more of the people who will live with us in on the discussions.

However, most of the people we talk to lately want to know how much it will
cost, what it will look like, and what the "rules" will be. In other words
they are not pioneers, more like shoppers.

What do you all think? Is 5-6 too few to be making decisions? We made the
decision to buy the land with four. We are planning on 15 total because we
are in a rural area, very small market.
