Cohousing-L Mailing List: Looking for a simple emergency alert system

We considered GroupMe but it seems to have limitations. This would be for
an emergency where people should stay inside for their safety. Something
like the old-fashioned telephone tree but updated for people who turn their
phones off at night. Suggestions welcome.
