John, We are just forming and are a small community, only 12 households, but we have a group text for "instant" communication. That probably isn't a viable solution for larger groups. Other apps like Signal and WhatsApp could also work, but there may be some who are reluctant to use the apps or just don't use a mobile phone much. On a somewhat related note, we are starting a shared spreadsheet (in Google Sheets) with a sheet for each household that will contain primary and emergency contact information. Just getting that going though...
