Can you give a little more background on your request?  Fill out the situation? 
 What’s prompting the question?

Just guessing here … probably communities use multiple communication devices 
depending on the type of “urgent” communication needed.  

What I would add to your request is:  what do you do when all digital and 
analog communication systems are wiped out?  Do you have a formal “tree” for 
alerting people to an emergency?  Have you had to initiate such a tree … how 
did that work out for you?  Under these circumstances what worked well for  
you?  What worked less well?
