Irmgard, thanks for sharing; this is intriguing although I am unclear on some of the details. It seems that investors can expect to withdraw more Euro when they exit than they originally invested, but only to the extent that inflation is neutralized (by an official CPI factor). In general it's expected that investors will stay invested regardless of market conditions, as the payout from exiting is never a particularly good or bad deal financially. This arrangement allows sympathetic outside investors to create a residential community that the residents would not have been able to afford with just their own wealth, with a relatively small "interest" burden. What I am wondering is whether one could add a contractual mechanism that encourages a transition, over time, towards fully resident-owned property. In the end it could be similar to a cooperative housing development (which is a well-established structure in the U.S. -- not sure if the same is true in Europe). I guess I worry that outsiders who invested (with low financial returns) motivated by wanting to create new community housing in one place might, after the development is complete, like to withdraw their investments and use them to support new housing creation elsewhere. But who is motivated to replace them -- to invest (at low interest) just to keep an existing residential development afloat? It seems the obvious answer is: the people who live there are motivated. It's certainly worthwhile to think about creative alternatives to the standard financial tools, and it will be interesting to see how these projects work out over time.
