Hiring individual versus businesses

Hello!

I'm part of a cohousing community in Oregon. Just wondering if anyone has come 
up with out of the box solutions for hiring individuals (versus licensed 
businesses) for various community tasks, as needed? Or if you have clarity 
about what the risks are in doing this? I know about the ideas of trade and 
barter, but wondering about, for example, hiring a local small-scale gardener 
or a cleaner or neighborhood or community childcare help.

The problems seem to come down to liability if accidents happen, is that right? 
Also, maybe something that is against the law regarding tax status? My 
apologies, I'm not knowledgeable at all in this area. Thanks for guidance or
