A question about co-living from a planning and zoning perspective

I wonder if anyone on this great list has had any experience with co-living - 
not necessarily within cohousing. 

If a developer wanted to build and/or a planner/town wanted to permit 
individuals to rent (or I suppose own) a bedroom in a building in which they 
shared bathroom, cooking and other spaces (like living room), which sort of 
controls, if any, might they want to require?  An on-site manager? The ability 
to ask/require renters to leave if they don’t follow community rules? At least 
those rules relating to noise? Health? Safety? 

Any experience anyone on this list has would be much appreciated.
