In Massachusetts we just installed 10 level 2 chargers in our garage. (Bay State Commons) and 99% of this $132k job was paid for by a subsidy from NGrid (the utility). The utilities have built up monies to fund these projects by surcharges on everyone's electric bill (In Massachusetts that is). There might be similar monies with the utilities in your state.
