Our community culture is much more let-the-kids-play-on-their-own than your examples suggest, so we don't have rules about it. I'd be surprised to learn if anyone has ever called CPS on a neighbor here. I hope your call-CPS-first neighbor is an outlier in your community and not typical, but either way their behavior feels very unhealthy and unfriendly to me. I'm sorry you have to deal with this.
