Several people here without available cars at Cambridge Cohousing (MA) use
Zipcar.  http://www.zipcar.com/
I know they can usually find one available at a space near us.  I believe
someone explored the idea of having one parked at our community, but the
need didn't seem to be that great at the time.  We have also had people
loaning cars to neighbors when needed, often for some barter arrangement.
One of my neighbors was away for 3-4 months last year and allowed 2 families
to use her car when needed.  As we speak, someone is looking to borrow a van
to transport 7 people and a ton of luggage to the airport this weekend.

Although we have talked about having a "community car," that discussion has
never progressed too far.  We often wish we had a pick-up truck as a
community vehicle, but that hasn't happened...yet.  (And no one here owns a
truck.)
