community owned electric vehicles

Because of insurance issues, within our community there is a separate LLC
that is operating an electric car.  The community is supporting it by
providing a parking space close to where it can be plugged in, and those in
the community that wanted to are paying the costs and upkeep of it as a
separate users group. It is all electric and is a one of a kind older
electric car. 
Luckily a couple of our members like to tinker with things, so have figured
out how to keep it running.  (there have been a few mishaps, like driving
off while still plugged in, etc).
I'm not a member of the users group so I don't know all the details. It is a
very ecologically sound way to do those little errands, like to the grocery
store, where a gas powered car never even has a chance to get warmed up.

Hmmm, a  reason for me to buy more tools.  I'm totally failing to see a

  Does anyone have any recent experience with community-owned
electric vehicles?  I've spoken with 2 people who had GEMs
who said that they had serious reliability problems.
  Some of our residents are looking into getting a shared electric
vehicle for local travel in this small hilly town.
