Sorry. I think I wasn't clear enough the first time.  We are going to build
Jubilee in two phases.    The first phase will include 15 homes and the
common house.  We currently have 10 members ready to build (66 2/3%).
Should we break ground, or wait for 75% (12)?

Would love to hear numbers from established communities.
