Dogs seem to have a chase instinct to kids on scooters. My son got nipped
at by a dog in the pedway at cohousing as he was riding his scooter. The
dog was unattended at the time even though our rules stated dogs should be
under voice control. Even if the dog had been near the owners, we didn't
know they are triggered by the motion of children in scooters.
A few months later my niece was walking her dog and it was on a leash but
bit a kid going by in a scooter.
