We have wrestled with finding an urgent communications system at Eno
Commons.  Just last month we began trying out GroupMe.
It has the ability to text people through their normal text service--people
don't have to register with private info, nor do they have to download an
app.  (Although they can download the app to get more functionality.)

So far, GroupMe has worked for us when What'sApp and Slack have not been a
fit for our set of neighbors.
