In addition to everything else that has been said, it’s a possible signal that 
the community is in crisis — properties are not selling and people are leaving. 
The problem could be the greater real estate market which would be explicable, 
but it might also be because of internal strife or major budget problems with 
maintenance and repair not being done, or a big bill coming along.

I know it’s an extreme example but it's the one I know best — There are 
buildings in Manhattan that have so much internal strife that no agent will 
handle sales there. Some buildings are built on leased land — a 100-year lease 
that is ending. What will happen? Or their fire protection system has been 
declared illegal and will have to be replaced—big charges coming. There are 
also coops that don’t accept buyers who have mortgages — they don’t trust 
people who need mortgages.
